Materials and tools:

Step 1.

Cut 8 tulle squares of 5x5 cm,. Fold into quarters and sewn to the base (felt).

Step 2.

Sew one or more beads — to your taste.

Step 3.

Sew an elastic of the required length and hide the stitches under a piece of felt.
